Symptoms

On 23.x Versions of Sqlcl, when "-oci" flag is used in order to use the thick drivers instead of thin, the below error is encountered:

The issue can be reproduced at will with the following steps:
1. Download the latest 23.3 version of Sqlcl
2. Try to connect to a database using "-oci" flag
