Symptoms

When trying to create a WebCenter Content environment on Oracle Cloud Infrastructure (OCI), facing issues with RCU connecting to Oracle Autonomous Transaction Processing-Shared (ATP-S) database.

The architecture consists of: WLS, EM, WCC, WCI, WEC, SOA all installed on a VM in OCI with an Autonomous Database (ATP-S) provisioned in OCI as well.
Applied patches 31676526, 30540494, 33351665, and upgraded OPatch to 13.9.4.2.14 as per - https://docs.oracle.com/en/middleware/fusion-middleware/12.2.1.4/rcuug/repository-creation-utility.html#GUID-8B34289D-0297-4ECF-B84E-5540146291F1


After performing the prerequisites:

1. Launch RCU from <$ORACLE_HOME>/oracle_common/bin Ex: ./rcu
2. Select the System Load and Product Load option.
3. Set connection string format to connection string and enter details.
4. Following error is noted:
    Unable to connect to the DB. Check if DB connection details entered are correct. IO Error: Undefined Error
