RCU Failing to Connect to Database with the Error "Check if DB connection details entered are correct" and "Invalid username/password" (Doc ID 2988929.1)

Symptoms

When trying to connect to the 12.2 database using RCU, it fails with the below error:

When connecting directly to the database using "sys as sysdba" works without any errors.

RCU proceeds if SYSTEM user with NORMAL role is selected while connecting.
