WebCenter Enterprise Capture Batches Are Not Processed and Exported (Doc ID 2990790.1)

Symptoms

Batches are not processed and exported.  There are no errors in the log files, and there are no batches are shown as locked in the Capture client.

The Recognition Processor JMS Module -> Capture Recognition Processor JMS Queue has 453 current and 86 pending messages in it.

When using the below command line for Recognition Processor processes, there are 10 Recognition processes on the system.  Eight of these do not have parent process IDs.  One of them has a PPID of 1.  Another has the PPID of the actual Capture process.

$ ps -ef | grep -i reco
