All MFT Instances Are Active [In Progress] Status (Doc ID 2992174.1)

Symptoms

On : 12.2.1.4.0 version, MFT Runtime Server

All MFT are Active [In Progress] status

After moving fusion middleware database from 19c to a RAC environment in past months, noticed that MFT become unstable on all lower environments.

Sometimes, all MFT instance are in Active [In progress] status, and all are stuck. This issue occurred randomly.

Nested exception: oracle.net.nt.TimeoutInterruptHandler$IOReadTimeoutException: Socket read timed out
The exception is : oracle.jms.AQjmsException: JMS-257: receive(long timeout) of javax.jms.MessageConsumer took more time than the network timeout configured at the java.sql.Connection.
