Symptoms

Attempting to run a repair on the WebCenter Forms Recognition 12.2.1.3.0 installation (Control Panel -> Programs and Features -> Oracle WebCenter Forms Recognition -> Change/Repair) and the following errors are returned:

Can not start the setup vcredist_x86_v56sp2.exe!
Can not start the setup vcredist_x86.exe!
EULA file does not exist or is empty!
