Application On Board (AOB) Connectors - Clicking "Create Reconciliation Profile" in Design Console Creates a Blank Reconciliation Profile in MDS (Doc ID 2992486.1)

Symptoms

If you log into "Design Console" and click on "Create Reconciliation Profile" for an Application On Boarded (AOB) connector then reconciliations will silently stop working. Reconciliation will run and return success but no recon events will get created. The only message in the OIM diagnostic log is something like:
