ORDS Does Not Start When Adding Opentelemetry-javaagent.jar To JDK_JAVA_OPTIONS (Doc ID 2992906.1)

Goal

Trying to use OpenTelemetry with Oracle REST Data Services.

After setting export JDK_JAVA_OPTIONS=-javaagent:/path/to/opentelemetry-javaagent.jar, ORDS refuses to start and gives the following error:

Error: ORDS requires Java 11 and above to run.
Found Java version
17.0.9.
Please set JAVA_HOME to appropriate version and update PATH if necessary.

Without JDK_JAVA_OPTIONS ORDS is able to start.
