An Oracle Text Matches Search Returns the Same Content as a Contains Search

Symptoms
WebCenter Content 11g and 12c
The WCC is configured for Oracle Text - OTS.
When doing a Matches search on a metadata field, the search results will show the same content as a Contains search.
As an example:
The WCC has a custom field, TEST1.
Item1 has the field value set as ABCD.
Item2 has the value set as ABCD EFGH.
Item3 have the value set as ABCD EFGH IJKL.
A Matches search for ABCD on TEST1 will return all three items.
Since it's a matches, it's expected that only Item1 would be returned.
