SOA Composite Policy is Getting Detached (Doc ID 2993323.1)

Symptoms

After a deployment or bouncing of the server in SOA 12.2.1.3, it was observed that many times in PROD the SOA composites policy is getting detached. The following warning occurs.

DMS string not available in ClientConfig properties. Setting dummy value for OWSM agent initialization. Monitoring will not work for subject identified by /WLS/<domain>/soa-infra|.........
