OCI Apex Is Down After Storage Scale Up 500 Internal Server Error (Doc ID 2993663.1)

Symptoms

Using a OCI Standard edition Database with APEX . One is using apex / ords as a production application.
After performing a scale up activity on the backup Mount point, which was successfu, the database came up as expected .
But after that Oracle REST Data Services are not coming up with below error

500 Internal Server Error
Could not invoke: oracle.dbtools.injector.impl.InstantiatorsImpl$ReflectiveInstantiator@18a8430e, due to the following error: oracle.dbtools.common.di.DependencyInjectionException:
Could not invoke: oracle.dbtools.injector.impl.InstantiatorsImpl$ReflectiveInstantiator@5a09b848, due to the following error: oracle.dbtools.common.UnrecoverableException: null
