[Java SE] getSystemTimeZoneID Returns Incorrect TimeZoneId when Windows Time Zone is America/Mazatlan (Doc ID 2993777.1)

Symptoms

When the Windows time zone is set to America/Mazatlan, the native JDK method getSystemTimeZoneID returns America/Chihuahua.

Changes

 After updating the JDK to the latest tzdata2023c.
