SSO Re-Authentication Forced When a New Browser Window is Opened

What is the right behavior for a new browser window when users have been authenticated by Single Sign-On (SSO) yet?.

Why is the user forced to authenticate again although he did it in a previous step?. Should not the authentication information be used again?.

This behavior is also not the same for all browsers, i.e. Microsoft Internet Explorer (MS IE) is always presenting the SSO login dialog when a new browser window is opened.
