This problem can occur on any platform.
Symptoms
When trying to populate the block using cursors, you sometimes receive an ORA-06502 error.
Even CURSOR columns and the table (into which we are populating data) columns all have the same datatype and precision.
Sometimes the message built-in inside the cursor loop does not execute. Running the same cursor query in SQL*Plus runs fine.
