Symptoms

The issue appears on Oracle Forms version 12.2.1.4.0 or later.
Trying to upload a file larger than 5k fails but smaller files are uploaded successfully. The error seen is ORA-06502 : PL/SQL: numeric or value error.

Changes

Upgrade from a version previous to 12.2.1.4.0
