Undo-checkout functionality is not working after 12c upgrade (Doc ID 2996804.1)

Symptoms

On : 12.2.1.4.0 version, WebCenter Sites

The undo-checkout functionality seems to be broken on WCS, after upgrading from 11g to 12c  . Whenever user clicked on  'undo checkout' icon,  it buffers and stops on the same page, without a successful undo checkout. Below error is observed in sites.log file.
