Maven Features Get Broken After Applying WLS Patch

Symptoms
After applying latest WLS patches, all Maven features in JDeveloper are broken, and practically no activity requiring Maven can be used.
Visible errors show NoClassDefFound errors for some classes:
This problem will show up when enabling Maven in JDeveloper, checking maven properties, opening an application that is configured to use Maven, or performing any task that involves Maven.
Changes
Applying WebLogic CPU Patches to JDeveloper Home.
At least these patches have been reported to cause this problem:
- <Patch 35557681> WLS PATCH SET UPDATE 12.2.1.4.230702
- <Patch 35893811> WLS PATCH SET UPDATE 12.2.1.4.231010
It is possible that earlier patches from July 2022 might also cause the same problem.
