Symptoms
When opening the AP Invoices 3520 project in Designer the following error is returned after changing to Definition Mode and selecting the "Invoices" class:

In the Designer log ("D_Administrator_<Date>.log") file the following error is returned:
[CheckDBConnection]Error establishing database connection: Could not load file or assembly 'Oracle.DataAccess, Version=4.122.19.1, Culture=neutral, PublicKeyToken=89b483f429c47342' or one of its dependencies. The system cannot find the file specified.
Project Settings - Error: Could not connect to configuration database. Check the connectionstring: 'provider=OraOLEDB.Oracle.1;password=*****;persist security info=True;user id=*****;data source=:1521/<SID>'

Additionally if processing a document with the project in RTS, you would see a similar error and the batch would stop in state 150.
