How to have Paste Option When Right-Click on a Rich Text Editor? (Doc ID 2997945.1)

Upon right-clicking on the Rich Text Editor, how to get the paste option?
 
Here is the scenario and steps:
1. Copy text from Notepad.
2. Initially there will be no text in the Rich Text editor; right-click on it; there will be no Paste option.
3. But if the text is already there in the Rich Text editor, selecting that text and right-clicking on it will have the paste option appear.

Only in step 2, the paste option is not possible. Is there any way to see the paste option in Step 2 also?
