Unable To Open The Designer File After Running The BRW_Upgrade_Database.sql Against The WFR Database (Doc ID 2998309.1)

Goal

As part of the WFR upgrade to 14.1.1.0 , we have ran the BRW_Upgrade_Database.sql against the WFR database.  After this the upgrade an error is returned in Designer when attempting to login.  The error is:

Database access denied.
Invalid database password.

In Web Verifier that same user is receiving an error on login:

User name or password is invalid.  Please try again.
