Napply Error Applying Patch 29604548 For 12.2.1.4.230827

Symptoms
Patch 29604548 for 12.2.1.4.230827 cannot be applied using "napply" due to the errors below, although this worked for the previous 12.2.1.4.230530 version. If patch 29604548 is removed from patches directory referenced by napply, it can be install manually at the end of the installation.
