[Java SE] Performance issue with Java SE MOS patch download (Doc ID 3000972.1)

Symptoms

 There is a performance issue with MOS patch downloads of Java SE where the patch <File download> screen is not rendering.

To reproduce this issue (as an example):
1. Go to Supported Java SE and Java Component Downloads on MOS (Doc ID 1439822.2).
2. Click on the JDK 8 tab.
3. Click on Patch 35996133 Oracle JDK 8 Update 401 (public) (NOTE: bug still manifests if you access the patch page directly 35996133 )
4. On upcoming "Patch Details" screen, without choosing a Platform, click on Download.

The <File download> screen seems to be stuck on a blank screen (see image below), and takes a long time to render. Some users report that it never renders.
Clearing the browser cache does not resolve the issue. The issue can be reproduced when on or off VPN.
