WebLogic Managed Server Taking More Time to Start and Stop (Doc ID 3001758.1)

Symptoms

Managed server taking more time to Start and Stop.  In the logs it  shows Running mode however it shows stopped  in the WebLogic console. There is a delay of 60seconds in reflecting the right status on console, need to refresh console from time to time. 

It is also observed that through WLST it takes 3 minutes to connect to the Admin server node.
