Managed Server Heap Size not Showing up in the Running Process or the Server logs

Symptoms
On WLS 12.2.1.4, minimum(-Xms) and maximum(-Xmx) heap size is not seen when starting the Managed Server.
For example, when the Managed Server is started using either the Nodemanager or using the startManagedWebLogic.sh script, following output is seen:
Note how the heap size is not seen in the above process.
Even the Log files do not show the heap size.
