SQL Developer On Windows Terminal Server - Too Many Tnsping Connections During Startup

Symptoms
SQL Developer is used on Windows Terminal Server app. Since multiple users use the same application, but different profile is created under %APPDATA%, it is observed huge TNSPING is occuring from SQL Developer to the database.
Due to the controlled TCP ports that are limited to the OS, the connection to the database failes when reaching the threshold due to multiple TNSPING from SQL Developer.
Changes
Using SQL Developer as Windows Terminal Server app and disabled the startup page using below steps
1. Select "Help" -> "Start Page"
2. Scroll to the bottom of the page and uncheck "Show on Startup".
