Symptoms

When attempting to select SOA and OSB templates during domain creation, the following error occurs.

ERROR
-----------------------
CFGFWK-42062: Unable to select template.
The Oracle SOA Suite Reference Configuration [soa] template could not be selected because of the following:
CFGFWK-64069: Missing template prerequisites.
The following prerequisites could not be satisfied: Service Bus Common Components.
