Slow Application Response Using Apache Proxy Plugin After Restart of 1 or more Managed Servers (Doc ID 3005062.1)

Symptoms

When application is accessed via Apache/mod_wl proxy plugin after one or more backend WebLogic managed server is restarted.
Application response is slow for many minutes then returns to normal.  Normal response time is milliseconds, in a 4 server wls cluster slow response time is 8 minutes and increases as more managed servers are in the cluster.
