After Configuring OKTA SAML SSO Admin Console Access Fail with Error 403 Permission Denied (Doc ID 3006881.1)

Symptoms

After configuring the OKTA SALM SSO, when accessing the Admin console it fail with 403 Permission Denied. When HTTP debug is enable can see below message in the Admin server log:
