One SOA Managed Server Is Not Showing Under Soa Infra In EM Console (Doc ID 3007982.1)

Symptoms

After its restart, one of the SOA managed servers in the cluster is not showing under soa-infra in EM console.

The errors logged by the server at startup are like below:
