Symptoms

 Using Oracle Reports Builder 12c in Windows and Linux to open Getting started page via menu Help-->Getting Started shows below error

Changes

 Open the Reports builder and click on menu Help-->Getting started. First, the error shows "ERROR: Failed to locate the browser, Try connecting again" and later error is shown REP-0911: The Oracle Reports page on OTN cannot be displayed.

Changed the default browser to Firefox in Linux as per Document 757883.1 How to Change the Default Web Browser in Reports Builder for Unix
