Symptoms

Trying to import Restful services after enabling the Database Vault, fails with error
ORA-20031: Management schema enablement has been restricted to ORDS_ADMINISTRATOR_ROLE privilege

Apex Admin --> RESTFul Services --> Import ORDS based RESTFul Services definitions from a SQL script generated by SQL Developer or Oracle APEX

Changes

 Database Vault was enabled
