Symptoms

Attempt to run saveAccessArtifacts WLST command on Windows Server

1. cd <ORACLE_HOME>\oracle_common\common\bin
2. Run wlst
3. wls:/offline> saveAccessArtifacts(domainHome="<DRIVE_LETTER>:\<WLS_DOMAIN_NAME>", propsFile="<DRIVE_LETTER>:\dbschema.properties")

Command Fails with error:
