Unable To Activate Changes In WebLogic Console During Datasource Parameters Change (Doc ID 3010446.1)

Symptoms

After tuning DataSource parameter like (Maximum Capacity:, Statement Cache Size:, ...), while clicking Activate Changes, got the below error on the WebLogic console.

Message icon - Error An error occurred during activation of changes, please see the log for details.
Message icon - Error oracle.net.ns.NetException: Listener refused the connection with the following error: ORA-12516, TNS:listener could not find available handler with matching protocol stack
Message icon - Error Substituted for the exception oracle.net.ns.NetException which lacks a String contructor, original message - Listener refused the connection with the following error: ORA-12516, TNS:listener could not find available handler with matching protocol stack
