Unable To Login with 'weblogic' Account : Authentication Denied (Doc ID 3010631.1)

Symptoms

Unable to login to the WLS Admin console with the default 'webLogic' account.

Curiously, 'weblogic' user could successfully access AdminServer via WLST.

Using 'weblogic' and the correct password in the login screen to connect to Admin Console (GUI), errors with: Authentication Denied

Changes

 Initially, there was an issue while registering SSO(EBS Webgate) with Access Manager below is the error in log file: 

Granted 2 OAM groups to 'weblogic' user : oamadmin_group and OAMSystemAdminGroup

as per the note

- Oracle Access Manager (OAM) - Edit User Identity Store in OAM Console Returns Error: Getting MBean Operation Access Denied ....Required roles: Admin, Operator, Monitor ( Doc ID 2216873.1 )

After adding the above 2 groups to the admin role, the 'weblogic' account was unable to login.
