Symptoms
Using WebCenter Forms Recognition 14.1.1.0.0. In Web Verifier receiving the error:
Server Error in '/WebVerifier' Application.
The resource cannot be found.

Attempting to open Designer returns an error:
Windows could not start the WebCenter Forms Recognition Core Service service on Local Computer.

Looked at the CS_.log file. It had the following message:
No Local License File!
