OIM/SOA Self Registration Flow Fails (Doc ID 3012363.1)

Customer upgraded OIM from to

Their customized Self Service Registration Approval flow is not working as intended as the OOTB function call .
They narrow down the issue in the Customization SOA composite, not in OIM side.
The issue happened in GetUserinGroup which returned only 0 records (Expected e.g. 67 records).

This issue is causing the user registration requests to close without assigning for approval.

Customer found a doc - 2111744.1, but this seems to be only for BPM product suite, wondering if there is a fix for this for OIM12c env.
