Symptoms

 The domain for managed server which is unpacked from a managed template doesn't have boot.properties

The domain has a managed server which has created boot.properties in $DOMAIN_NAME/servers/<MANAGED_SERVER_NAME>/security.
then, pack it with -managed=true and unpack.
the unpacked domain doesn't have boot.properties for <MANAGED_SERVER_NAME>.
