Symptoms

The Active Directory external authentication plugin fails with "ldap_bind: unknown error encountered"  

$ORACLE_HOME/bin/ldapbind -h <OID_HOST> -p <OID_PORT> -D "<OID_ADMIN>" -q
Please enter bind password:
ldap_bind: UnKnown Error Encountered

Changes

 Applied the IDM Stack Patch Bundle 12.2.1.4.x which includes the latest OID BP 12.2.1.4.221222 and the DB 19c Client upgrade.
