Symptoms

This only occurs when trying to complete the installation of standalone OC4J by running this install command to set the admin password for the OC4J container. An example of the command being run is:

$JAVA_HOME/bin/java -jar oc4j.jar -install

And you get this returned:

Error reading config: Error instantiating default application at file:/pathtolocationofstandaloneoc4j/j2ee/home/config/application.xml: Constructing UserManager for default:caught oracle.security.jazn.JAZNRuntimeException
