How Does WebLogic DataSource Deal With Additional Requests Sent to a Database With Limited Connections (Doc ID 3013406.1)

Goal

In case the database connection session becomes INACTIVE because of a limit on the data source,
such as the connection pool gets the signal to release some connections in order to be able to accept new ones,
how does WebLogic data source connection pool send more connections to the database ?

For instance, if the INACTIVE connection count is 10000, data source max limit configured is 150 and 6 managed servers.
In Ojdbc8, is there any possibility to drop the connection between DB and the pool ?
