Unable to Access OEM Cloud Control Page via Oracle HTTP Server after Applying the OSS Patch (Doc ID 3014500.1)

Symptoms

After applying OSS patch (From January 2024 PSU) to Oracle Http Server (shipped and integrated with OEM) the /em page was not accessible via OHS port.
The entire communication was https.
