ACTUAL BEHAVIOR
---------------
Performance issue with the ~temp directory not clearing out the temp files.

EXPECTED BEHAVIOR
-----------------------
The ~temp directory to be clearing out the temp files.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Pound on 18 node cluster checking in 250,000 content items per day per node using SOAP
2. Observe issue with temp directory not clearing the files.  This leads to file system filling up.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, the ~temp directory fills up with an insane amount of files that need to be purged via cron job.
