It is not possible to enable SSL port in OSB managed Server. (Doc ID 3021145.1)

Symptoms

When an OSB Proxy in Transport Details - Protocol: http had checked the HTTPS required checkbox, and if in WLS console, the SSL Listen Port Enabled checkbox  is checked on the OSB Managed Server, it is not possible to invoke the OSB proxy in https port, and instead in the Internet Browser appears:

ERR_CONNECTION_REFUSED
