Symptoms

You are starting WLS_REPORTS managed server from Windows Services and getting error while running report from Forms.

FRM-41213: Unable To Connect To The Reports Server

 

When WLS_REPORTS managed server is started from WLS console, FORMS is able to contact report

Changes

 There is no Change to FORMS / REPORTS. Recent change is installation of another product on same server.
 This is Windows specific.
