JNDI not Resolving for Distributed Queues in Cluster When One of the Managed Server in the Cluster is Down (Doc ID 3024094.1)

Symptoms

JMS modules sub deployment is pointed to Cluster environment. JNDI not resolving for distributed queues in cluster when one of the managed server in the cluster is down. From the WebLogic(WLS) admin console, the JNDI tree view doesn't show the jms queues. It is resulting to transaction failure issue. Request fails throwing following error in the application logs:
