Plan.xml is Not Generated on Remote WebLogic Node

Symptoms
While trying to change Capacity & MaxThreadsCount using the below steps, the plan xml is not generated on the second node(remote node). It is generated only on the same node as Admin Server.
1. Login to the WLS Console, Lock & Edit
2. Environment > Servers.
3. Click the name of the server .
4. In the Settings for the server page, select Deployments tab.
5. Expand server's deployment and expand application module.
6. Click Configuration tab and select Workload tab.
7. Select Work Manager and below Application Scoped Work Manager Components, configure Capacity & MaxThreadsCount.
8. Save changes.
