WebLogic Admin server Memory Leak when using Jaxws and WS-Policy with Web Service Security (Doc ID 3027315.1)

Symptoms

Memory leak is observed for the WLS Admin server when using jaxws with WS-Policy and "Web Service Security" using "default_wss" as the configuration name.

Noticed below objects in memory increasing in size from heap dump during the time of the issue.
