RTS Error "Invalid general licensing settings. Database oriented licensing system does not support shared license files located in the batch root directory" (Doc ID 3030041.1)

Symptoms

This was a working WebCenter Forms Recognition 12.2.1.4.0 system.  They are using build 5901.

The RTS instances are seeing an error during import:

Failed to connect to batch root directory 'c:\'.
Description: Invalid general licensing settings. Database oriented licensing system does not support shared license files located in the batch root directory

The RTS instance can see the DB job. Additionally batches in the job are visible in the RTS instance. If a batch in state 550 is changed back to 100, the OCR RTS instance will see the error every time it attempts to process the batch.

Additionally only 1 Web Verifier user seems to be able to login. Others get the error:

This user does not have permission to login

They are also having problems opening Verifier (DstVer.exe ends without message). Designer returns an error. When they open Designer they see an error (no splash screen). The error returned is:

Run-time error '-2147417848 (80010108)':
Automation error
The object invoked has disconnected from its clients.

They tested with different Windows users and see the same error. Also tried a repair on the install, but no change in behavior.
