B2B Fails To Process Acknowlegdement Encoded In UTF-16: error: unexpected-processing-error (Doc ID 3042407.1)

Goal

The acknowledgement payload received by B2B from a trading partner has two "�" characters preceding the XML prolog. It is encoded in UTF-16. This is causing the following MDN exception:

error: unexpected-processing-error

You will also see this error because B2B fails to process the MDN:

Error Code B2B-50083
Error Description Machine Info: (...) Description: Document protocol
identification error.
Error Level ERROR_LEVEL_COLLABORATION
Error Severity ERROR
Error Text Document protocol identification error.
