OID 10g Bulk Tools in Windows Using Cygwin Session Fails or Exits / Tnsping Fails With TNS-03505

Symptoms
Bulk tools (bulkload.sh, bulkdelete.sh) in Windows platforms using Cygwin unix shell emulator fails, for example:
Returns error:
Verifying node "<CONNECT_STRING>"
-----------------------------
Unable to detect database using connect descriptor <CONNECT_STRING>
Check Net8 client connect descriptor configuration settings.
The command TNSPING <SERVICE_NAME> returns error:
TNS-03505: Message 3505 not found; No message file for product=NETWORK, facility=TNS
Other possible symptoms, depending on variables set:
Bulkload.sh cygwin session just exits with no error
Bulkload.sh returns:
cd: can't cd to /ldap/load
Followed by a message with the usage for bulkload.sh, i.e.:
usage: bulkload.sh -connect <CONNECT_STRING>.... etc....
Bulkdelete.sh returns:
: command not foundne 6:
: command not foundne 8:
: command not foundne 27:
: No such file or directoryd: /ldap
': not a valid identifier export: `TMPDIR
': not a valid identifier export: `OLDMASK
: command not foundne 31:
'/bulkdelete.sh: line 32: syntax error near unexpected token `{
'/bulkdelete.sh: line 32: `usage() {
Sqlnet.ora and Tnsnames.ora files are correct and tnsping asdb works from regular cmd / dos prompt (outside of cygwin session).
